Growing up in New Jersey, Smith won an art scholarship to Glassboro State Teachers College. Unable to agree to treaty terms with Britain, Jefferson tried to coerce both Britain and France into ceasing to violate &amp;#147;neutral rights&amp;#148; with a total embargo on American exports, enacted by Congress in 1807.
